Send video message

Send a video message via WhatsApp Official. The video URL is sent directly to the Meta API (no upload required). Returns immediately with QUEUED status. The file must be a video format supported by Meta (e.g. video/mp4 or video/3gpp, H.264 video with AAC audio, max 16 MB); Meta validates the file and rejects unsupported formats or sizes.
